Entry Requirements

Candidates should have -
(a) registered as registered social worker (category 1) under the Social Workers Registration Ordinance, Chapter 505 [Note (1)]; and
(b) (i) a bachelor’s degree majoring in social work from a Hong Kong university, or equivalent [Note (2)]; or
(ii) a bachelor’s degree from a Hong Kong university (other than (i) above), or equivalent, and have successfully completed an approved post-graduate programme in social work, or equivalent, from an approved institution; or
(iii) a bachelor’s degree from a Hong Kong university (other than (i) above), or equivalent, and a recognized master’s degree in social work, or equivalent, from an approved institution [Note (2)]; and
(c) a pass result in the Aptitude Test in the Common Recruitment Examination (CRE) [Notes (3), (7) to (9)]; and
(d) met the language proficiency requirements of ‘Level 2’ results in the two language papers (Use of Chinese and Use of English) in the CRE, or equivalent; and be able to speak fluent Cantonese and English [Notes (3) to (9)].
Remarks
(1) Applicants who have not yet been registered as registered social worker (category 1) under the Social Workers Registration Ordinance (Cap. 505) may also apply. If selected, appointment will be subject to their being registered as registered social worker (category 1) under the Social Workers Registration Ordinance (Cap. 505) with documentary proof.
(2) (i) Current final year undergraduates/postgraduates may also apply, they must state in their applications the qualifications they would attain on completion of the final examination. If selected, appointment will be subject to their obtaining the requisite academic qualification within the current academic year (i.e. 2019/20).
(ii) Applicants must indicate in their applications the major subjects studied in their undergraduate degree/master degree courses.
(3) Results in the Aptitude Test (AT) paper of the CRE are classified as Pass or Fail, while the results of the Use of Chinese (UC) and Use of English (UE) papers are classified as Level 2, Level 1 or Fail, with Level 2 being the highest.
(4) For civil service appointment purpose, Level 5 or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE); or Grade C or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE), are accepted as equivalent to Level 2 in the UC paper of the CRE.
(5) Level 5 or above in English Language of the HKDSEE; or Grade C or above in Use of English of the HKALE; or Grade C or above in English Language of the General Certificate of Education (Advanced Level) (GCE A Level), are accepted as equivalent to Level 2 in the UE paper of the CRE.
(6) Applicants with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test result are accepted as equivalent to Level 2 in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period (i.e. from 29 November to 12 December 2019).
(7) Applicants who do not possess the requisite CRE results, or equivalent, must have made a separate application for taking the coming CRE originally scheduled for 5 October 2019 and now re-scheduled for 14 December 2019 in Hong Kong or the CRE to be held on 7 December 2019 in seven cities outside Hong Kong (namely Beijing, London, San Francisco, New York, Toronto, Vancouver and Sydney). Otherwise, they may not meet the entry requirements of the post they apply for. For applicants who have made a separate application for taking the above CRE, they must indicate in their application forms the paper(s) they would attempt. And they must submit copies of the notification on the relevant examination time and details issued by the Civil Service Examinations Unit by post to the contact address on or before 19 December 2019. Upon obtaining the requisite CRE results in the above examination, they must submit copies of the supporting document of the results by post to the contact address within two weeks from the issuance date of the notification of results.
(8) For applicants who will take the above CRE scheduled in December 2019, their applications will be processed subject to their obtaining the requisite CRE results. If the applicants fail to provide the supporting document of the notification on the relevant examination time and details and/or their results in the aforesaid examination as requested upon the specific deadline, their applications will not be considered.
(9) As it takes time to process all applications, an invitation to the interview does not imply that an applicant has met the entry requirements of the post being applied for.
(10) For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of BL in the community, applicants for civil service jobs will be assessed on their BL knowledge. The BL test result for degree/professional grades will constitute an appropriate weighting in a candidate’s overall assessment.
 

Duties

An Assistant Social Work Officer is mainly deployed on –
(a) providing social welfare services in various departmental services units, such as integrated family service centres, medical social services units, probation and community service orders offices, etc. as well as administering or assisting in the administration of a social welfare office/institution/centre;
(b) assisting in planning and development as well as coordination and monitoring of various social welfare services in the districts and service branches;
(c) assisting in processing applications from non-governmental organisations, monitoring their performance and rendering necessary support to them;
(d) handling matters related to enforcement of statutory duties under various licences schemes and contract management of social welfare services/institutions;
(e) assisting in planning, implementation and administration of training programmes for staff of the department and non-governmental organisations; and
(f) assisting in planning, implementation and supervision of information technology projects within the department and with the social welfare sector.
(Note: An Assistant Social Work Officer is required to undertake outdoor work and emergency duties; and may be required to perform shift, on-call or stand-by duties.)

Terms of Appointment

A new recruit will normally be appointed on civil service probationary terms for three years. Upon passage of probation bar, he/she may be considered for appointment on the prevailing permanent terms.

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(i) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates by post to the contact address.
(j) Towards the application deadline, our on-line system would likely be overloaded due to large volume of applications. To ensure timely completion of your on-line application, it is advisable to submit the application as early as possible.
(k) As part of the selection process, candidates who are invited for interview will be required to complete a written assignment on the interview day.

Application Forms [G.F. 340 (Rev. 3/2013)] are obtainable from any Home Affairs Enquiry Centre of District Offices, Home Affairs Department or any Job Centre of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau's website (http://www.csb.gov.hk).
Applications submitted in person or by post should reach the contact address on or before the closing date for application (the postmark date on the envelope will be regarded as the date of application). Please specify on the envelope “Application for the post of Assistant Social Work Officer”. To avoid delayed and unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting. Mail items bearing insufficient postage will not be delivered to this Department and will be returned to the sender or disposed of by the Hongkong Post, where appropriate. For qualifications awarded by local institutions/Hong Kong Examinations and Assessment Authority, copies of the relevant transcripts/diplomas/certificates/other qualification documents are not required to be submitted at this stage of application [except Notes (7) and (8)]. As for qualifications obtained from institutions outside Hong Kong, copies of the relevant transcripts/diplomas/certificates or other qualification documents should be submitted together with the completed application forms.
For applicants who apply on-line, they should submit copies of the required supporting documents by post to the contact address on or before 19 December 2019. The title of the post being applied for and on-line application number should be quoted on the envelope and on every page of the copies of the documents.

Applications which are late or incomplete, applications not made in the prescribed application forms, applications without the required supporting documents or applications submitted by fax or email will not be considered.
