Entry Requirements

Candidates should –

(a) (i) have a Master Degree in Public Health or Epidemiology and Biostatistics or a related discipline (see Remark a) from a Hong Kong university, or equivalent; or

(ii) have a postgraduate diploma in Public Health or Epidemiology and Biostatistics or a related discipline (see Remark a) from a Hong Kong university, or equivalent, with 2 years’ relevant post-qualification experience (Note (1)); and

(b) meet the language proficiency requirements of “Level 1” results in the two language papers (Use of Chinese (UC) and Use of English (UE) ) in the Common Recruitment Examination (CRE), or equivalent (Note (2)).

Remarks
(1) Relevant post-qualification experience refers to full-time post-qualification working experience in the fields related to Public Health, or Epidemiology and Biostatistics or related discipline (see Remark a above). Candidates should provide curriculum vitae (C.V.) containing detailed description of the job responsibilities of the relevant post-qualification working experience.

(2) (a) The results of the Use of Chinese (UC) and Use of English (UE) papers in the Common Recruitment Examination (CRE) are classified as Level 2, Level 1 or Fail, with Level 2 being the highest.
(b) For civil service appointment purpose, Level 5 or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE); or Grade C or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE), are accepted as equivalent to Level 2 in the UC paper of the CRE. Level 4 in Chinese Language of the HKDSEE; or Grade D in Chinese Language and Culture or Chinese Language and Literature of the HKALE, are accepted as equivalent to Level 1 in the UC paper of the CRE.
(c) Level 5 or above in English Language of the HKDSEE; or Grade C or above in Use of English of the HKALE; or Grade C or above in English Language of the General Certificate of Education (Advanced Level) (GCE A Level), are accepted as equivalent to Level 2 in the UE paper of the CRE. Level 4 in English Language of the HKDSEE; or Grade D in Use of English of the HKALE; or Grade D in English Language of the GCE A Level, are accepted as equivalent to Level 1 in the UE paper of the CRE.
(d) Applicants with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test results are accepted as equivalent to Level 2 in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period.

(3) For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of BL in the community, applicants for civil service jobs will be assessed on their BL knowledge. The BL test result will constitute an appropriate weighting in a candidate’s overall assessment.
 

Duties

A Scientific Officer (Medical) (Public Health) is mainly deployed on –

(a) setting up, operating, maintaining and evaluating information system on public health subjects including surveillance;

(b) coordinating the collection, compilation and analysis of health data;

(c) planning, designing and carrying out research projects related to public health subjects, including the preparation of research projects and evaluating the local and overseas legislative regimes relating to public health policies, e.g. alcohol control;

(d) providing professional input in health risk assessment on environmental hazards;

(e) providing statistical and / or other research support to epidemiology / public health / environmental health studies / health promotion / alcohol-control and related matters;

(f) appraising research / health promotion proposals critically, providing professional inputs in reviewing the latest scientific evidence, the feasibility and applicability of various proposals, and the recommendations on planning, implementation, progress monitoring, and evaluation of public health policies;

(g) providing support to public health investigation and control;

(h) providing professional input in searching, aggregating and distilling scientific evidence;

(i) providing professional input and support to public health education projects and production of related promotional materials;

(j) assisting in handling enquiries and liaison work related to environmental health, health information and research, alcohol control or HIV / AIDS and related matters; and

(k) involving in supervisory and training activities.

Terms of Appointment

A new recruit will normally be appointed on civil service probationary terms for three years. Upon passage of probation bar, he/ she may be considered for appointment on the prevailing permanent terms.

Master Pay Scale Point 27 (HK$53,195 per month) to Master Pay Scale Point 44 (HK$105,175 per month)
