Entry Requirements

Candidates should -
(a) (i) have Level 2 or equivalent (Note (1)) or above in five subjects in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) (Note (2)), or equivalent; or (ii) have Level 2 (Note (3))/Grade E or above in five subjects in the Hong Kong Certificate of Education Examination (HKCEE) (Note (2)), or equivalent;
(b) meet the language proficiency requirements of Level 2 (Note (3)) or above in Chinese Language and English Language in HKDSEE or HKCEE, or equivalent;
(c) have (i) a valid full HK driving licence for light goods vehicle (code 2) for 6 years; (ii) a valid full HK driving licence for motorcycle (code 3); (iii) a valid full HK driving licence for public light bus (code 5) and medium goods vehicle (code 18) (Note (4)); and
(d) have no conviction for careless driving under section 38 of the Road Traffic Ordinance (Cap.374) over the previous 2 years; for various dangerous driving offences and drink or drug driving related offences under sections 36, 36A, 37, 39, 39A, 39B, 39C, 39J, 39K, 39L, 39O(1), and 39S of the Road Traffic Ordinance (Cap. 374) over the previous 5 years.
Remarks
(1) For civil service appointment purpose, “Attained with Distinction” in Applied Learning subjects (subject to a maximum of two Applied Learning subjects), and Grade C in Other Language subjects in the HKDSEE are accepted as equivalent to Level 3 in the New Senior Secondary subjects in the HKDSEE. “Attained” in Applied Learning subjects (subject to a maximum of two Applied Learning subjects), and Grade E in Other Language subjects in the HKDSEE are accepted as equivalent to Level 2 in the New Senior Secondary subjects in the HKDSEE.
(2) The subjects may include Chinese Language and English Language.
(3) For civil service appointment purpose, ‘Grade C’ and ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 3’ and ‘Level 2’ respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.
(4) For item (c) above, candidates should state in their application forms (in the part of Professional Qualifications under Section A of the form) all the vehicle class codes in possession as shown on the driving licences.
(5) Candidates’ driving ability will be tested before appointment. Only candidates who pass the driving skills assessment will be invited for the selection interviews and considered for appointment.
(6) For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of BL in the community, applicants for civil service jobs will be assessed on their BL knowledge. Candidates who are invited to attend the selection interview will be assessed on their BL knowledge through a written test to be conducted immediately before or after the selection interview. The BL test result will constitute an appropriate weighting in a candidate's overall assessment.
 

Duties

A Driving Examiner II is mainly deployed on conducting on-the-road driving tests at different driving test centres.
[Note: A Driving Examiner II is required to undergo driver training and refresher courses including specialised vehicle; and wear uniform.]

Terms of Appointment

A new recruit will normally be appointed on civil service probationary terms for three years. Upon passage of probation bar, he/she may be considered for appointment on the prevailing permanent terms.

Master Pay Scale Point 13 ($27,340) to Master Pay Scale Point 22 ($42,330) per month

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(g) Where a large number of candidates meet the specified entry requirements, the recruiting department may devise shortlisting criteria to select the better qualified candidates for further processing. In these circumstances, only shortlisted candidates will be invited to attend the driving skills assessment and/or selection interview.
(h) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, he/she will be invited to attend the driving skills assessment without being subject to further shortlisting. Applicants who have declared disabilities found suitable for appointment may be given an appropriate degree of preference over other applicants whose suitability for appointment is considered comparable to that of the former. (i) Holders of academic qualifications other than those obtained from Hong Kong institutions / Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications.
(j) Towards the application deadline, the on-line system would likely be overloaded due to large volume of applications. To ensure timely completion of your on-line application, it is advisable to submit the application as early as possible.

How to apply

Applications must be made in the prescribed Application Forms (G.F. 340 [Rev. 3/2013]), which are obtainable from any Home Affairs Enquiry Centres of the Home Affairs Department or any Job Centres of the Employment Services Division of the Labour Department. The said form can also be downloaded from the Civil Service Bureau’s website (http://www.csb.gov.hk).

The completed application form, together with photocopies of Hong Kong driving licence, should be sent to the enquiry address of the Transport Department not later than 31 January 2020. On-line application can also be made through the Civil Service Bureau’s website (http://www.csb.gov.hk). Candidates who apply online should submit photocopies of Hong Kong driving licence to the enquiry address of the Transport Department by post within one week after close of application period (i.e. not later than 7 February 2020). The online application number should be quoted on the envelope and the copies of all supporting documents. Except a copy of Hong Kong driving licence, applicants are not required to submit originals or photocopies of any supporting documents at this stage.

For submission of the application and/or supporting documents by post, please specify on the envelope “Application for the post of Driving Examiner II”. Applicants should ensure that the correct address is clearly printed or written on the envelope and sufficient postage is affixed before posting so as to avoid unsuccessful delivery of application. The Transport Department would not collect underpaid mail items and notify the applicants, and would not settle the surcharge payment for the applicants. The postmark date on the envelope will be regarded as the date of submission of application and/or submission of supporting documents.

As invitations for the driving skills assessment and/or selection interview may be made through e-mail, applicants should provide an accurate e-mail address on the application forms and be responsible for checking their e-mails and ensuring that the provided e-mail address can receive the invitations.

Applications not made in the prescribed form, or which are late, incomplete, submitted by fax or e-mail, not duly signed, or without the Hong Kong driving licence will not be considered.

Candidates who are selected for driving skills assessment will normally receive an invitation in about ten to twelve weeks from the closing date for applications. Longer time may be required when a large number of applications are received or when there are other complications. Only candidates who pass the driving skills assessment will be invited for the selection interviews and considered for appointment. Those who do not receive an invitation may assume that their applications are unsuccessful.
