Entry Requirements

Candidates should have –
(a) (i) a Bachelor degree in Pharmacy in Chinese Medicine from a Hong Kong university, or equivalent; or (ii) a Bachelor degree from a university registered under the Ministry of Education of the People’s Republic of China with main stream in Chinese medicines, or equivalent;
(b) at least 2 years practical working experience in (i) assessment and evaluation of quality, safety and efficacy of proprietary Chinese medicine, and/ or (ii) identifying and classifying different Chinese herbal medicines and their quality (see Note 1), and/ or (iii) research and development of standards of Chinese medicines, and/ or (iv) enforcement of regulations on Chinese medicines; and
(c) possess good written Chinese and English skills (preference would be given to candidates with good command in Putonghua (see Note 2)).
Remarks
(1) Candidates possessing a Master degree in subjects listed in (a) above, or equivalent, would have the working experience requirement listed in (b) above waived.
(2) Candidates should indicate the proficiency in Putonghua under the item “Academic Attainment” in the application form.
 

Duties

(a) To assist in studying and reviewing Hong Kong existing regulatory system of Chinese medicines;
(b) To assist in liaison and holding of meetings with Mainland and overseas drug regulatory authorities for the control of Chinese medicines;
(c) To be responsible for assessment of registration of proprietary Chinese medicines and provide professional support to subordinates on related matters;
(d) To assist in preparing reports regarding any amendments to Schedules 1 and 2 of the Chinese Medicine Ordinance;
(e) To assist in preparing reports regarding toxicity, stability, quality specification, etc of the proprietary Chinese medicines;
(f) To identify Chinese herbal medicines and assess their quality, and provide relevant professional support to subordinates;
(g) To assist in planning and providing necessary training to the professional staff for the enforcement of the regulations on Chinese medicines; and
(h) To carry out any other duties as assigned by seniors.

Terms of Appointment

Successful candidates will be appointed on non-civil service terms. Renewal of contract will be subject to the service need of the Department and the performance of the candidate.

Salary and Fringe Benefits

HK$40,515 - HK$44,555 per month, depending on relevant qualification and experience
Candidates appointed are eligible for 14 days’ paid annual leave per year. Other benefits such as rest days, statutory holidays (or substituted holidays), annual leave, maternity leave/ paternity leave and sickness allowance, where appropriate, will be granted in line with the Employment Ordinance (Cap. 57).

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. The application period for the position of Assistant Chinese Medicine Officer is from 17 April 2020 (Friday) to 30 April 2020 (Thursday).

Application Forms (G.F. 340 [(Rev. 3/2013)]) are obtainable from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau's website (http://www.csb.gov.hk).
