Entry Requirements

Candidates should –
(a) have a Hong Kong bachelor degree in Pharmacy (Chinese Medicine), or equivalent; or have graduated from university of Chinese medicines registered under the Ministry of Education of the People’s Republic of China with main stream in Chinese medicines;
(b) have very rich knowledge and at least 10 years practical experience in assessment and evaluation of quality, safety and efficacy of proprietary Chinese medicines and/ or Chinese herbal medicines; and
(c) possess good written Chinese skill.

All candidates should provide curriculum vitae (C.V.) including personal particulars, academic qualification attained, years of experience and detailed description of previous job responsibilities.
 

Duties

Chinese Medicine Officer is mainly responsible for –
(a) To provide professional input on any amendments to Schedules 1 and 2 of the Chinese Medicine Ordinance;
(b) To provide expert comment on the reports regarding toxicity, stability, quality specification, etc. of the proprietary Chinese medicines;
(c) To provide expert comment on the reports regarding identification of the Chinese herbal medicines;
(d) To plan and provide necessary training to the professional staff for the enforcement of regulations on Chinese medicines;
(e) To carry out any other duties as assigned by seniors;
(f) To provide assistance in formulating suitable guidelines in relation to proprietary Chinese medicines and Chinese herbal medicines for trade references;
(g) To liaise and meet with Mainland and overseas drug regulatory authorities for the control of Chinese medicines; and
(h) To provide expert opinion and technical support on the development of Chinese medicines in Hong Kong.

(Remarks: May be required to work shift and irregular hours. )

Terms of Appointment

Successful candidates will be appointed on non-civil service terms for 12 months. Renewal of contract will be subject to the service need of the Department and the performance of the candidate.

Salary and Fringe Benefits

HK$57,865 per month (plus end-of-contract gratuity)
(a) A gratuity may be granted upon satisfactory completion of the contract with consistently high standard of performance and conduct. The amount of gratuity payable will be the sum which, when added to the Government’s contribution to a Mandatory Provident Fund (MPF) scheme as required by the MPF Schemes Ordinance (Cap. 485), equals to 15% of the total basic salary drawn during the contract period; and
(b) Candidates appointed are eligible for 14 days’ paid annual leave. Other benefits such as rest days, statutory holidays (or substituted holidays), annual leave, maternity leave/paternity leave and sickness allowance, where appropriate, will be granted in line with the Employment Ordinance (Cap.57).

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates by mail to the indicated enquiry address.

The application period for the position of Chinese Medicine Officer is from 24 January 2020 (Friday) to 6 February 2020 (Thursday).

Application Forms (G.F. 340 [(Rev. 3/2013)]) are obtainable from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau's website (http://www.csb.gov.hk).

Completed application forms submitted in person or by post should reach the above contact address on or before the closing date for application together with copies of supporting documents listed in the entry requirements.
