Entry Requirements

(a) A bachelor’s degree from a university in Hong Kong, or equivalent;
(b) Attained Level 3 or above in both Chinese Language and English Language in the Hong Kong Certificate of Education Examination (HKCEE), or the Hong Kong Diploma of Secondary Education Examination (HKDSEE), or equivalent[Note];
(c) A minimum of 3 years’ relevant post-qualification working experience in the administration of funding schemes;
(d) Good organisation skill and able to work independently and under pressure; good interpersonal and problem-solving skills; able to communicate effectively in written English and Chinese and spoken English, Cantonese and Putonghua; knowledge of application software (including English and Chinese word processing, Excel, Powerpoint and editing software, etc.); experience in Government / quasi-government bodies / public service sector and good knowledge of the Hong Kong film industry will be an advantage; and
(e) Immediate availability is highly preferable.

[Note: For non-civil service appointment purpose, ‘Grade C’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 3’ in Chinese Language and English Language in the 2007 HKCEE and henceforth.]
Remarks
 

Duties

(a) To assist in processing applications for the Film Development Fund (FDF). Duties include vetting of funding applications, conducting background research on the proposed projects, assessing the budget of the project proposals, drafting assessment reports and discussion papers, etc.;
(b) To prepare offer letters and Government agreements for the approved projects, monitor the progress and performance of such projects so as to ensure compliance with the project agreements, assess the progress reports and completion reports submitted by the subsidised organisations, and prepare assessment reports for the consideration of Fund Vetting Committee and Film Development Council;
(c) To assist the implementation of funding schemes on script development, film proposal development and film distribution;
(d) To process applications for funding schemes on script development, film proposal development and film distribution, including vetting and examination of applications, communication with the relevant parties for explanation and clarification on the applications and reporting the initial observation result of the proposals to senior officers;
(e) To monitor the progress of the execution of agreements under the funding schemes on script development and film project development;
(f) To maintain the database of funded projects and dossier of budget items, and to prepare statistics and returns relating to the FDF projects; and
(g) To perform other duties as assigned by senior officers.

Note:
(i) Subject to the exigency of services, the appointee may be required to work irregular hours and overtime, including Saturday, Sunday and Public Holiday.
(ii) Shortlisted candidates may be required to attend written examination and interview.

Terms of Appointment

Successful candidate will be employed on non-civil service contract terms for 24 months.

Salary and Fringe Benefits

From $28,725 – $40,420 per month. The starting salary will depend on relevant qualification and experience.
A gratuity may be granted at the end of contract period if the contract is satisfactorily completed with consistently high standard of performance and conduct. Such gratuity, if granted, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Ordinance (Cap. 485), will be equal to 15% of the total basic salary received during the contract period. Rest days, statutory holidays (or substituted holidays), annual leave, sick leave, etc., where appropriate, will be granted in line with the provisions in the Employment Ordinance.

General Notes

(a) Non-civil service vacancies are not posts on the civil service establishment. Candidates appointed are not on civil service terms of appointment and conditions of service. Candidates appointed are not civil servants and will not be eligible for posting, promotion or transfer to any posts in the civil service.
(b) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.
(c) The entry pay, terms of appointment and conditions of service to be offered are subject to the provisions prevailing at the time the offer of appointment is made.

(g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. Application must be made on the form G.F. 340 (Rev. 3/2013) which is obtainable from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centre of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau’s website (http://www.csb.gov.hk).

Completed form, together with copies of employment proof (applicable to all candidates) and official transcripts or other qualification documents (applicable to candidates holding qualifications obtained from institutions outside Hong Kong), should reach the following enquiry address on or before the closing date for application.
