Entry Requirements

Candidates should have (a) a Diploma or Higher Certificate in Valuation and Property Management from a Hong Kong Polytechnic University/Polytechnic/Hong Kong Institute of Vocational Education/Technical Institute/Technical College, or equivalent [Note 1]; and (b) met the language proficiency requirements of Level 2 [Note 2] or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or Hong Kong Certificate of Education Examination (HKCEE), or equivalent.
Remarks
(1) Candidates without the requisite academic qualification stated in entry requirement (a) above, but who are undergoing studies with a view to obtaining the requisite qualification in the 2019/20 academic year may also apply; if selected, appointment will be subject to their obtaining the requisite academic qualification within the 2019/20 academic year.
(2) For non-civil service appointment purpose, 'Grade C' and 'Grade E' in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to 'Level 3' and 'Level 2' respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.
 

Duties

Estate Assistants will work in the Lands Department and, depending on their posting, may be required to discharge responsibilities relating to land administration, such as (a) to assist in work associated with land acquisition, land disposal, lease enforcement, land management, short term tenancy letting and waiver applications, etc.; (b) to carry out site inspections and prepare inspection reports; (c) to check land status and scrutinize building plans; (d) to analyze land/property transactions and compile reports; and (e) to prepare draft valuation and assessment reports, tenancy agreements and lease conditions.

Terms of Appointment

Successful candidates will be appointed on non-civil service contract terms for one year.

Salary and Fringe Benefits

HK$19,930 per month
(a) A gratuity may be granted upon satisfactory completion of the full contract period with consistently high standard of performance and conduct. Such gratuity, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinances, will be equal to 15% of the total basic salary drawn during the contract period.
(b) Rest days, statutory holidays, annual leave, maternity leave or paternity leave, sickness allowance, where appropriate, will be granted on terms no less favourable than the provisions of the Employment Ordinance.

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates by mail to the enquiry address.

Application Forms [G.F. 340 (Rev. 3/2013)] are obtainable from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau's website (http://www.csb.gov.hk). Completed application forms, together with photocopies of relevant certificates and transcripts in support of academic qualifications, should be sent with the envelope clearly marked 'Application for the post of Estate Assistant' to the enquiry address not later than 15 June 2020. On-line application can also be made through the Civil Service Bureau's website (http://www.csb.gov.hk). Candidates who apply online should submit copies of their certificates and transcripts in support of academic qualifications within one week after close of application period with the envelope clearly marked 'Application for the post of Estate Assistant' to the enquiry address, and the online application number should be quoted on the envelope and the copies of supporting documents. If candidates fail to provide the supporting documents as requested, their applications will not be considered. Applications which are incomplete, late or not duly signed will not be accepted. This department will not accept any unpaid or underpaid mail items. If the application is submitted by post, the Hong Kong postmark date on the envelope will be regarded as the date of submission of the application form and/or copies of the supporting documents. Applicants should ensure that sufficient postage is paid to avoid unsuccessful delivery of application. Any underpaid mail items will be returned or disposed of in accordance with the established procedures of the HongKong Post. Candidates who are selected for interview will normally receive an invitation in about six to eight weeks from the closing date for application.
