Entry Requirements

Candidates should:-
(a) have a bachelor degree from a local university, or equivalent; (b) have attained Level 3 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination or Hong Kong Certificate of Education Examination (HKCEE) or equivalent [See Note]; (c) have a minimum of seven years’ full-time post-qualification working experience with solid experience in project coordination, public-private partnership, government tendering and/or contract management; (d) have good command of written and spoken English and Chinese; (e) have strong communication, organisational and presentation skills; (f) be mature, self-motivated and capable of multitasking; and (g) be proficient in using Microsoft Word, Excel and PowerPoint.

Previous experience in working in government bureaux and departments or statutory bodies, as well as in formulating and carrying out publicity intiatives, will be an advantage.
Remarks
For non-civil service appointment purpose, 'Grade C' and 'Grade E' in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to 'Level 3' and 'Level 2' respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.
 

Duties

A Project Coordinator is mainly deployed - (a) to assist the Harbour Office (HO) in the promotion and publicity to enhance utilisation and popularity of the Victoria Harbour and its harbourfront area, including but not limited to – (i) overseeing the competitions on street furniture and “Victoria Harbour” sign at the quick-win promenade, including coordinating relevant organising committee, competition participants, administration work on the competitions, monitoring the installation and subsequent maintenance of the furniture/sign, etc.; (ii) overseeing the consultancy service on the Place Making Exercises on the Quick-win promenade, including coordinating relevant tender or proposal invitation exercises, examining proposals submitted by the consultant, monitoring the service delivery and implementation of larger-scaled publicity programmes etc.; (iii) proposing and implementing smaller-scaled on-site festive events and activities to enhance the attractiveness, diversity and vibrancy of various parts of the harbourfront; (iv) liaison and engagement with stakeholders on (i), (ii) and (iii) above; overseeing on-line publicity efforts; and (v) managing and updating the harbourfront photo database; (b) to assist the HO in public engagement relating to harbourfront enhancement projects, including the adoption of place-making and design thinking concepts; and (c) to undertake any other duties as assigned by senior officers.

Terms of Appointment

Successful candidate will be employed on non-civil service contract terms for an initial period of two years.

Salary and Fringe Benefits

$55,622 per month
A gratuity may be granted upon satisfactory completion of the full contract period with consistently high standard of performance. The amount of gratuity payable will be the sum which, when added to the Government’s contribution to a Mandatory Provident Fund (MPF) scheme as required by the MPF Schemes Ordinance, equals 15% of the total basic salary drawn during the contract period. The benefits in respect of rest days, statutory holidays, annual leave, maternity leave or paternity leave, sickness allowance, where appropriate, will be granted in accordance with the provisions of the Employment Ordinance and confirmed at the time of the offer of appointment.

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.
