Entry Requirements

Candidates should have –
(a) obtained a Higher Diploma in Geomatics or a Diploma/Higher Certificate in Land Surveying from a Hong Kong polytechnic university/polytechnic, the Hong Kong Institute of Vocational Education or a technical institute/technical college, or equivalent; (See Note 1)
(b) met the language proficiency requirements of Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent; (See Note 2) and
(c) a pass result in the Basic Law Test (BLT). (See Note 3)
Remarks
(1) Candidates without the requisite academic qualification stated in entry requirement (a) above, but who are undergoing studies with a view to obtaining the requisite qualification in the 2021/22 academic year may also apply; if selected, appointment will be subject to their obtaining the requisite academic qualification not later than 30 November 2022. (2) For civil service appointment purpose, ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 is accepted administratively as comparable to ‘Level 2’ in Chinese Language and English Language in the 2007 HKCEE and henceforth. (3) All applicants for civil service jobs will be assessed on their Basic Law knowledge. A pass result in the BLT is an entry requirement for civil service jobs requiring non-degree / non-professional academic qualifications at or above completion of secondary education level. Only those candidates who have passed the BLT will be considered for appointment. Attaining a score at or above 53 out of the full mark of 100 (i.e. getting at least 8 out of 15 questions correct) will be deemed to have a pass result in BLT. The BLT result will also constitute an appropriate weighting in a candidate’s overall assessment. For candidates who have not taken the BLT or have not attained a pass result in the BLT at the time of application, they may still apply for the job and arrangements will be made for them to take the BLT during the recruitment process.
 

Duties

Mainly deployed on –
(a) carrying out surveys and field work for planning purposes and preparing reports on field surveys and site inspections;
(b) compiling, processing and presenting planning data statistics;
(c) applying geographic information system and IT technologies to support various planning tasks;
(d) disseminating planning information to the public;
(e) checking development proposals and plans including building and master layout plans; and
(f) carrying out enforcement actions against unauthorised developments.
(May be required to work in remote areas and work outside normal working hours and/or in irregular hours.)

Terms of Appointment

A new recruit will normally be appointed on civil service probationary terms for three years. Upon passage of probation bar, he/she may be considered for appointment on the prevailing permanent terms.

Master Pay Scale Point 9 (HK$22,725) to Master Pay Scale Point 22 (HK$44,555) per month

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(i) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. Application Forms (G.F. 340 [Rev. 3/2013]) are obtainable from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. Completed application forms together with copies of relevant certificates and transcripts in support of academic qualifications submitted in person or by post should reach the contact address on or before the closing date for application. Please specify the title of the post being applied for on the envelope. To avoid delayed or unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting. Mail items bearing insufficient postage will not be delivered to this Department and will be returned to the sender or disposed of by the Hongkong Post, where appropriate.
